I think the president said, or should have, much more on these cultural issues than what is being reported here.
Nevertheless, I agree with him here on traditionally-sanctioned wife inheritance, and liberal copying of western sexual practices.
I wish the reporter had stayed a little longer on wife-inheritance, because this is one area that has contributed to escalating HIV prevalances and deaths. Museveni should have talked about alcoholism, which impairs minds and lead to unsafe and dangerous sexual encounters or practices.
Were he to add value to his lecture, the president should have discussed teenage pregancy, a delibitating development that hobbles girl development, and short-changes the country as a whole.
Bit by bit, however, Mr. Museveni is coming around to realizing that Uganda's wider and deeper problems are not exotic mini-skirts or imported homosexuality, but rather, those home-grown, time-honored traditions of wife-inheritance, easy sex, rape and underage pregnancies, that dispatch Ugandans to their early graves, and undercut personal development.
