{UAH} PENALTIES FOR SKIPPING I.D MASS ENROLLMENT ARE CREEPY

i) We recommended a policy that will make it mandatory for citizens to
register within the 4 months of mass enrollment and continuous
registration.
ii) This policy is required to ensure that all citizens 16 years and
above do turn up for registration during the 4 months without fail.
iii) We recommended a policy that will make it mandatory for citizens
to register any changes to their particulars e.g. place of residence,
names etc. within a period of 3 months, after the change has occurred.
This policy is required to ensure that after we conclude mass
registration, any changes to citizens' data must be registered by the
citizen i.e. continuous registration. This will ensure that we will
always have an up to date National Information Register of our
citizens, and we shall never spend money again on mass registration of
citizens.
iv) A very stiff penalty needs to be put in place, which will make it
prohibitive for citizens not to register changes of their particulars.
v) We recommended a policy that with effect from 1st July, 2015, for
all citizens 16 years and above, to have a National ID, for the
following:
* To register and / or receive any service e.g. business and trading
licenses, registration for utilities, NSSF, etc.
* For all financial transactions services i.e. in Banks, URA - payment
for taxes, etc.
* For application of passports (for any passport application for
citizens less than 16 years, their parents must have National IDs).
* Entry into universities and other institutions (public or private)
* Public and private employment.
* Voting purposes; for one to vote must have an a National ID.

Anyway, we shall enroll.
