Tanzania MPs block Eala Speaker's ouster - East Africa News
Arusha. A motion to remove the Speaker of the East African Legislative Assembly (Eala), Ms Margaret Nantongo Zziwa, flopped yesterday after two legislators from Tanzania withdrew their signatures.
The two, Mr Charles Makongoro Nyerere and Ms Maryam Ussi Yahya, said it was wrong that their names were in the list of the MPs who had petitioned for the removal of the Speaker.
The move means that the motion could not be tabled because it has failed to get the support of the required number of parliamentarians from all the five East African Community (EAC) partner states
According to Eala, Rules of Procedure, a resolution to remove the Speaker from office shall be signed by at least four elected members from each partner state and submitted to the Clerk.
The communication of the withdrawal of the two legislators from Tanzania was communicated to the MPs when the House reconvened in the afternoon by the Clerk of the Assembly, Mr Kenneth Madete. The House, currently holding sessions in Arusha, yesterday debated the 'State of EAC' speech made by Kenyan President Uhuru Kenyatta who visited EAC headquarters in Arusha early this week.
In withdrawing their signatures, Mr Nyerere and Ms Ussi-Yahya insisted that their signatures should never be used for the motion to remove the Speaker.
"We have received disturbing information that our signatures are appended on the Notice intended to move a motion for the impeachment of the Speaker. This should never be," they said.
An official of Eala said there were enough signatories from four other EAC partner states; Kenya, Uganda, Burundi and Rwanda which were required for the motion to be tabled.
"If the Assembly passes the motion for the removal of the Speaker by not less than two thirds majority of elected members of the Assembly, the Speaker shall cease to hold office," an official said.
