Uganda official arrested over Joho's degree

The executive director of the Ugandan National Council for Higher Education has been arrested over the alleged forgery of Mombasa Governor Hassan Joho's degree.

Prof John Opuda-Asibo was arrested on Monday morning during a raid at the NCHE offices by the Criminal Intelligence and Investigations Department.

 According to the New Vision Newspaper of Uganda, Asibo was released after recording a statement. "We allowed him to go as we commence with the investigations," said CIID director Grace Akullo.

 Last month, the CIID recommended the prosecution of officials from NCHE and Kampala University - from which Joho says he got his degree - for frustrating the investigations.

 "The DPP should evaluate the assembled evidence to enable him form an opinion as to whether there are any criminal acts by Kampala University officials, NCHE and Hassan Ali Joho during the commission of the offence and after," read a report by CIID.

 Joho has been accused of holding a fake university degree even though the High Court declared his academic papers genuine during a petition seeking his removal from office.

 Joho says he started his university education in Kenya but transferred to Kampala University where he graduated with a Bachelors degree in business administration.

 Last December, Asibo wrote a letter to CIID saying the NCHE had cleared Joho's degree and it had duly been issued by Kampala University.

However, NCHE chairman Nyeko Pen-Mogi last month told council members that the issue had not been resolved and invited the petitioner in the case, Silas Make, to a meeting.

 "They (Make and his lawyers) are willing to meet us on Feb 17, 9am at NCHE premise. I suggest that this consultation be attended by you (John), VC Kigozi, director madam Gabona, victor Lucoro, the ED and the senior legal officer. I think it is important that we meet Silas and hear his story and also receive some evidences he wants to present to the council," Nyeko told the council members.

NCHE Quality Assurance Committee chairman John Senyonyi, in an email to the council chairman, questioned why Asibo cleared Joho unilaterally without bringing the matter to the full council for discussion.

 Kampala University moved to court on January 24 to stop any further probe on Joho's degree saying his opponents want to frustrate him after losing the elections.

 The court stopped Uganda police from probing the matter any further but the investigations are said to have continued following the intervention of President Yoweri Museveni.
