{UAH} Who should donor fund benefit?

I am wondering as to who, donor fund are meant to benefit? The Daily Monitor of Thursday, 6th March, 2014, quoted the US Ambassador to Uganda HE Scott H Delisi to have said; "If Uganda doesn't want our aid we'll give it to another country."
He was referring to his country's position on the recently passed anti-gay law.
To me I believe that such aid should be for the ordinary citizen's benefit, but not to finance and sustain a regime in power as is the case with the relationship between Uganda government and US government. There are other more oppressive laws in Uganda than the anti-gay law.
The people in northern Uganda, who have been suffering since the advent of NRM leadership, have been depending on such aid, rather than on government investment. People were crying for help to intervene but the international community kept a deaf ear until the voices of those calling for peace talks with LRA prevailed over those insisting on military solution. Without the signing of ceasefire agreement in 2006, war would still be raging on in northern Uganda and people would still be in protected villages.
At this time of reintegration we still need donors to funds because if you leave it to government alone, then the north will never catch up with the rest of the country. People suffering from HIV/AIDS may begin to die. Are their rights not also important to US as that of the gay community?
