Your methodology has not worked for Africa it is a purely anthropological description without a time frame. African politicians have brutally used it but all ended in failure. On the one hand your method has its own merits, for students through the media and communication channels can now see all over the world and ask very relevant questions.

Planning in Africa cannot be brought about by scapegoats but by being true to the cause. 

There is need for contemporary and the old. environmental issues are pushing us to that end. It is equally true due to lack of concrete enduring governance structures - everything in Africa has been turned into pure thuggery - the politicians and bureaucrats are thieves.

Colonialism ended a good half a century ago. Indeed if there are planners let us ask how and why are they not planning. I can't see anthropological questions arising rather sociological factors. 

I wrote a paper entitled SPACE, LOCATION IN URBAN KAMPALA A Case Study for Urban Planning Necessity in Buganda" when the King become a Planner". It explores what you are writing about. 

Where Buganda King settled several thousand people in one area, automatically that space become an urbanized space by function, population densities, and type of human settlements. Service had to be provided and given infrastructure had to be established- including commerce. 

If the phenomenon of urban planning was centered on feudal political structures, yes these planning assemblies will be radically different from what is known today - many African societies have transitioned from feudal empires to nation states, hence change or rather shift in the planning paradigm.

This flux unlike anywhere else in the world will continue in Africa. There is need to fully grasp these issues in time and context other than making sweeping statements that can be thoroughly contested! Do you think nomadic life styles ended with industrial based urban planning?
