{UAH} The 1967 Uganda constitution and the mailo land

"In the economic and social spheres, the mailo system, with the patron-client relationship imbedded in it and all that it implies, still survives. In fact the Constitution of 1967, radical in so many structural matters relating to politics, scrupulously avoids mentioning the mailo system. Unlike the political and governmental structures which were subject to endless controversy between the Baganda and national leaders, the mailo system involves almost the entire rural population. Obote has always taken care to distinguish between the Baganda people and the small powerful clique in Mengo"(T.V. Sathyamurthy 1986).
