{UAH} LEGAL MINDS: ISN'T IT OK TO "SHORT CUT" OTUNU?

Uganda Peoples Congress leader Olara Otunu was alledgedly already killed in the 70's by Idi Amin. So I'm thinking, isn't there a case of double jeopardy if he was killed today? Since one can't be held responsible for a crime that was already committed and the "culprit" identified, legally shouldn't I walk free if I slaughtered Otunu today?
