{UAH} UPDF should sensitise public on uniforms
Recently, Army Spokesperson Lt Col Paddy Ankunda warned civilians against wearing army uniforms.
The warning came after heightened terror threats, increasing uniformed criminals and impersonators and generally for purposes of national security. However, I think the masses should be sensitised about the true likeness of UPDF attire.
Section 164 of the UPDF Act, 2005 defines a military uniform as any article of wearing apparel and includes a badge, button, braid or insignia, worn in association with any particular item or items of clothing, and a tie. The same provision makes it an offence for unauthorised sale or wearing of such uniforms.
My point of contention is that this provision is ambiguous to the extent that uniforms "so nearly resembling" that of the UPDF are also prohibited.What amounts to resemblance is a question subject to extensive interpretation basing on different circumstances.
I, therefore, request the army spokesperson and the responsible stakeholders to come out and enlighten the public about the gazetted military uniforms.This should be extended to different fashion, texture, colours and designs that such uniforms take. These may include such assortments as vests, shorts, T-shirts, capes, jackets, coats, trousers, and footwear. This will solve the lacuna of what amounts to a 'nearly resembling' military uniform within the law.
Many people unknowingly import and sell commodities that contain what may appear as military uniform.But these come from foreign military jurisdictions with clear inscriptions as US Navy, Air Force, and SWAT.
Before we arrest people who wear such attire, extensive sensitisation should be done. We should ensure that our actions are justifiable by Constitutional limitations to such rights as the right to property and freedom of expression.
