{UAH} Intel warned on Bundibugyo, Kasese massacres

A pattern is forming in Uganda and Kenya, where Intelligence warnings are ignored. In Kenya, the National Security Intelligence Services, NSIS, said it had warned the police about looming attacks that would kill over 60 in Lamu district a few weeks back.
Now, we are learning that Uganda's Intelligence Service had information about the pending attacks in western Uganda recently, and passed on same information to the police and the military!
When will our people appreciate that Intel is only useful when acted on in time? Haven't we learned anything about the fall of Obote governments in 1971 and 1980?

Kampala- Intelligence reports indicate poor coordination between police, the military and Internal Security Organisation (ISO) caused the failure to thwart attacks in Kasese and Bundibugyo districts.
President Museveni on Tuesday blamed failure of intelligence, particularly the ISO for failing to detect the attack, however, intelligence reports by both Kasese District internal security officer and Bundibugyo intelligence chief, indicate that both police and the army were alerted about the brewing tribal tension in Rwenzori region and warned of bloodshed.
A June 9 intelligence report, a copy of which the Daily Monitor has seen, details plans of the attackers and how they were planning in different sub-counties, with tensions heightened by a June 20, announcement by the Bundibugyo based Banyabindi that they would on July 5, come to Muhokya, Kasese to commemorate the 50th Anniversary of the massacre of the Banyabindi by Rwenzururu fighters.
"The secret recruitment/enlisting of youths in Kasese has begun except in Karusandara where they have not yet identified an agent.

The police spokesperson, Fred Enanga yesterday said they would investigate to find out what caused the lapse in the intelligence and security hierarchy.
The Kasese internal security officer also warned that armed groups would attack "solitary guards" and "policemen" to acquire initial guns for operation, explaining why the attackers were not afraid of targeting military and police positions.
The District Police Commander and the RDC were informed of these preparations, the report says.
Kasese RDC Maj James Mwesigwa said he was in a meeting yesterday and couldn't comment.
In a different intelligence briefing, the DISO Bundibugyo said they alerted the UPDF 39 Battalion about "the enemy movements" which was attacked but 41 attackers were killed.
