{UAH} More than 20 years ago, Museveni was right...but the world brushed him off
Folks;
While it's understandable for Charles to give Museveni "his dues" here, it's equally important to revisit Museveni's immediate past statements at the time of this meeting with the World Bank.
First, it was the same Museveni who had pushed for barter trade, even saying Uganda could barter its beans for a Jumbo Jet! He said this in Havana, Cuba.
Secondly, it was Museveni who had argued in 1988 that Uganda could not waste precious resources in building roads because there was not enough inter-district trade to justify such capital expenditures.
Thirdly, after a deluge washed away a bridge near Bugiri around 1989/90, Museveni said Uganda's soil texture could not sustain costly tarmacs against fast-moving floods.
So, imagine someone with that recent mindset coming to you with the "crazy" idea that you cough up serious money for infrastructure!
As for investments in schools, Museveni pushed for UPE only because the UN was paying for it and to win votes in 1996.
Folks, UPE was birthed at the UN in 1990; I know the brains behind it. And even at its inception, Museveni had opposed it but for a really myopic reason: Olara Otunnu.
