What are the consequence of private car ownership in a small country with; high incomes, high population growth rates and many towns spread over a small area?

What are your experiences in and out; New York, Vietnam's capital, Hongkong, Seoul, Toronto, California,  Lagos, London, Copenhagen, Ibadan , Cape Town

Uganda has no large industrial and commercial zones though they are starting to emerge; Namanve, Mbalala, Jinja, Makenke Mbarara

Schools and Medicare facilities though are in a distance

If you drive in Europe or North America one might NOT think that they are actually controlled; speed limits, traffic lights red-green laps, fuel/gas prices, insurance, parking, train stop off and on passenger stage time lapse -
