{UAH} Shs6b paid to unentitled pensioners- audit report

AG Muwanga has unearthed what he calls fraud amounting to Sh.6b. I am not impressed about this discovery because it claims the money was paid to pensioners who should have been stopped after 15 years ago after retirement. They quote the 1948 Pension Act that puts a cap at 15 years after retirement; the pensioner are then expected to file in a "Living Certificate" to prove that they s/he is still alive.

What was Uganda's retirement age and lifespan in 1948? I know by 1986, the retirement age was 55 years and the NRM lobbied to push it to the current 60. As our lifespan increases, retirement age and pension period should equally be raised. 

This is an area that a serious MP could bring for consideration in parliament. Pensioners in developed countries get their pensions until they die as confirmed by their death certificates, not living certificates.
In Canada, retirement age has increased from 65 to 70 but a person is free to retire at 60 with less retirement package (60,70%; 65,100% ; and 70, 130%) of the retirement package.
