{UAH} Transport Technologies vis vi Oil Independence

What type of transport system should we have in Uganda - should it be based on old (contemporary technology) automobile or Uganda should go a distance and use modern combustion technology to stop dependence on oil?
 
But even then how do we design our urban centers to avoid congestion which is certainly a  as a brake on economic growth, appended  social segregation, and then aspire for full employment and also promote planning centralisation with a diversity.
