Uganda Airlines passenger jet in 1999, on the runway, before take off. In 2001, Uganda Airlines (QU) ceased operating international flights. It follows a fraudulent take over of its most profit-making assets of ground handling at Entebbe Airport, which used to finance its operational costs, including payment of its employees' salaries and wages.The 1999 Parliamentary report of investigation, from its Select Committee on Privatization, contains a big body of cogent evidence which shows that Mr. Sam Kutesa used his public office, as a Member of Parliament for Mawogola and and Minister of State for Finance, Planning and Economic Development in charge of Planning and Investment, to fraudulent acquire Uganda Airlines' lucrative ground handling business at Entebbe Airport.

On 25 March 1999, the Govt owned Newvision reported that Mrs. Jennifer Kutesa, the late wife of then state minister in charge of investments, Sam Kutesa has caused a stir at Entebbe airport when she demanded to switch from a Uganda Airlines flight to an Alliance Air flight. Uganda Airlines flight No. QU 574 was forced to delay as Mrs. Kutesa's action attracted a crowd on the aircraft parking bay. Sources in Uganda Airlines said Mrs. Kutesa had purchased a Uganda Airlines ticket, checked in, and was ready for boarding at around 8.00 am when she decided to switch to Alliance Air in which passengers were boarding.
