No Chaka, Ugandan have been in this business since way back in the 1980s. Difference is probably that now the dealers come from a wider cross-section of society. Then, it was mostly restricted to the elite classes. It was mostly only them communicating with the outside world.

Now any ne can afford a ticket to go abroad.
Problem with this sick trade is that there is a whole lot of "blowings" and unfair share of dividends. Just like in the container businesses. Hence, a whole lot of conspiracies.
The police don't even have to look hard. Informations come hurtling in from all over.

It used to be embassy staff and elite children's business.
