Analysing Uganda Primary/ Secondary Education System - with facts (small sample)

How many public schools are in these two saaza (Bulemezi and Buruli)

From a scientific comparative study, ask exactly the same questions in reference to private schools in Kyadondo – where there is comparatively huge numbers of private schools?

 

How many public /private schools have the following?

 

a.        A fully equipped Physics laboratory

b.       A fully equipped Biology laboratory

c.        A Biology field station

d.       An agriculture field station

e.       A fully equipped Chemistry laboratory

f.         A fully equipped woodwork and drawing technical workshop

g.        An Art room

h.       Sports facility

i.         Fully equipped Libraries

 

How many public/private schools have the following qualified teachers?

 

1         Mathematics teachers

2         Physics teachers

3         Chemistry teachers

4         Woodwork and technical drawing teachers

5         Crafts teachers

6         Carpentry teachers

7         PE teachers

 

Return Kyambogo University back to a teachers and technical training institute.

Kingdoms and chieftains should take over the running of education system under a well organized ministry of  Education structure

Religious denominations should take over some TTC and start building schools. The local government act 2007 should be repealed and the Town councils should become supreme legal and administrative organs under the Town and Country Planning act to monitor, evaluate and inspect school under ministry of education legal framework.


Town clerks will be overall district administrators.

Uganda still suffers from the effects of 1979 war


By 1980 head teachers had taken over the entire management of school as politicians were in Moshi determining how to share the spoils of power and war.

 

a.            Supervision of school collapsed

b.            Regular transfer of head teachers and teachers in public schools collapsed to such an extent that some head teachers refused to be transferred. Murder related to these events started.

c.            Teachers connived with head teachers to register pupils and student for monetary gains.

d.            Head teachers ventured into privates schools -  non religious denomination private schools started around this time

e.            The above was couple with endemic stealing of school property transferred to these private schools.

f.             Stealing of exams also ensured – though in the 70's was on a small scale. This time around it was done to attract pupils and students to private school with superior performance call it competition (competitiveness).

 

Solution

 

Repeal the Local Government and replace it with Town and Country planning Act 1997 reason being:

 

1.       Town and Country Planning offices have the ability to physically plan hence proper placement of schools as per population distribution.

2.       All public/private schools should be secondary monitored from Town council offices- where principal school inspection should start.

3.       The Town and Planning offices must house the Town and surrounding country Education Department as it is with KCCA or as it is in better developed and organized countries.

4.       Town Planning offices should have the technical capability to monitor and evaluate school standards as a starting point. These are not limited to supervisionary but also construction and regular repairs working together with the Ministry of Works as  it were.

5.       Town and Country Planning – Education Department should have all data on town and country schools which is now at the Chief Accounting Officer (districts)

6.       Since Town and Country Planning is mandated with physical planning – placement of schools should not be a guess work or political gimmick but rather a mathematical exertion based on basic consideration to; distance, population densities, financial capabilities and school standards (education law).

7.       In the above case town planning entities can provide buses( transport) to remote school or children in remote areas

8.    Private schools should also be compelled to transfer their headteachers

9.    All school (primary and secondary) must have the same standards.

 

Etc. it is only then a school in Amuru, Bugiri, Kisoro will be compared to schools as Savio or Namagunga and then social justice will be done.
