{UAH} Response to Kimbugwe: Members of Parliament, UTODA, Constitution, etc
Michael,
Article 11:13 does not provide for automatic expulsion as you claimed. Rather, it actually requires UNAA to follow the impeachment procedures that I mentioned in my email below:
11:13 Breach of trust: Where a Representative [...] is found to have breached his or her trust, whether financial or otherwise, the Association shall pursue legal action against the Representative, [...] Such Representative, Trustee or Officer shall also be subjected to the impeachment proceedings and other disciplinary measures of the Association.
thanks

Subject: Correction: Members of Parliament, UTODA, Constitution, etc
Last Sunday, I walked out of UNAA's Special Meeting but some people have misinterpreted that to mean that I was opposed to NRM politicians speaking. I left because Mr Nicholas Wakou brushed me off when I tried to explain to him that non-members should not address the meeting. I also tried to tell him that non-members should not be counted for quorum purposes. I did not know political parties of all those politicians (I don't follow Kla politics that much). I have always that maintained that political affiliations of UNAA members is none of my business. I didn't even know Mr Katongole of UTODA until someone told me later. I explained to MPs Naggayi Nabilah Sempala and Sekitooleko that in order for them to be counted as members and address the meeting, they should have first paid the membership fee (people that don't live in North America can gain Associate Membership).
During the meeting, the Wilson camp kept referring to Michael Kimbugwe as their legal expert and asked him to guide the meeting as to what to do about the Council members that were in UNAACauses. Mr Kimbugwe erroneously told the meeting that under UNAA's constitution, "if a Council does A,B.C, then he is automatically kicked out of the Council". I was tempted to correct him in the meeting but I did not want to be heckled. The truth is that a Council member can only be removed after the Board of Trustees, the Council and the members have all voted to remove that person:
7.15: Removal: The UNAA Board of Trustees shall have the power to recommend to the UNAA Council the suspension or impeachment with cause any member of the Council and to present the Council's decision to a meeting of the
full members of the Region that is represented by the impeached Member prior to presenting the decision to the next Annual General Meeting of the Association for review and final disposition.
