{UAH} Stop Procurement Nonsense - Technocrats Must Start Working

There is nothing that is killing Uganda and Ugandans; like the age of procurement -

This kyenjojo Town Council would have a works section/department able to design and do some work (building a toilet and market?!) or at least they would be liaising with the Ministry of Works - this is the problem everywhere in Uganda. If you have a town council architect, engineer, surveyor, planner,  what is his/her work?!

So UNRA and Ministry of Transport(?) or Makerere University could not design a Katosi Road - Kitalo nnyo!

Government technocrats having no work to do waiting to procure services and goods has gone to far and it is time this culture is eliminated and people start work!

You can't deliver get out of the way!

Kyenjojo.
Residents and market operators of Kyarusozi Town Council in Kyenjojo District have asked the minister of Local Government Minister, Mr Adolf Mwesige, to withdraw the town council status.

They claim the town council status has proved irrelevant to them because of poor service delivery.
During their consultative meeting in the trading centre last week, the traders led by John Businge claimed that Kyarusozi Town Council with more than 2,000 residents lacks a public toilet, good roads, has poor healthcare services while civil servants abscond from duty.
Mr Businge said the traders have turned the land behind their premises into latrines which is likely to cause a cholera outbreak in the area.

Kyarusozi trading centre chairperson Mathew Aliganyira said the government gave the town council start-up funds to procure office equipment and open roads, but up to the council administration was operating in dilapidated structures.

"We only see technical staff on market days when they are collecting tax from the business communities and the vendors of Kyarusozi Market," Aliganyira said.

Michel Kasaija, a businessman, said the town council constructed an abattoir near the bush where people defecate, which exposes the meat to contamination and infection.
The traders vowed not to pay taxes effective next month unless the town council improves service delivery.
Minister Mwesige said government offered the town council Shs40m as start-up capital.

"Whereas we have not yet received an official communication or complaint from those residents, it is a duty of the town council to use those funds to offer services to the people," he told Saturday monitor by telephone on Thursday.
He promised to take appropriate action after receiving a formal complaint from the aggrieved residents.
