The Observer - Kadaga rejects Mafabi quest for special status

The Parliamentary Commission has rejected a request from Nathan Nandala-Mafabi for a special status as a former leader of opposition in Parliament (LOP).
The commission is the governing body of Parliament, headed by Speaker Rebecca Kadaga. According to well-placed parliamentary sources, Mafabi, the Budadiri West MP, wanted an official car, an allowance and an office as a former LOP. Mafabi was LOP from May 2011 to February 2014, when he was replaced with Wafula Oguttu.
According to our sources, Mafabi wanted to be accorded the status of a past leader.
"That means that he could be entitled to all his entitlements he got as the leader of opposition which included the official car, the guards, and an office in which he could receive his visitors as a former leader of opposition, with an imprest," a source said last week. "He, in fact, wanted his personal assistant to be paid by Parliament."
But in a one-page letter dated August 28, Jane L. Kibirige, the clerk to Parliament, rejected Mafabi's request.
"Reference is made to your letter…dated 30th June 2014 addressed to the Rt. Hon Speaker of Parliament…The Parliamentary Commission, at its 36th meeting held on 31st August 2014, reviewed your request for the renewal of contract of your personal assistant and all the facilitation that you had requested for as former leader of opposition and felt it was not tenable," the letter reads. "It is against this background that I write to inform you that your request was not approved…Any inconvenience caused is highly regretted."
The Emoluments and Benefits Act, which stipulates the entitlements of the past leaders, provides that only former presidents, vice presidents, former speakers of Parliament and former prime ministers are entitled to retirement benefits.
According to the act, past leaders are entitled to 60 per cent of the salary of the sitting leader, a house purchase fund of Shs 300m, and a chauffeur-driven car.
They are also entitled to a medical allowance, security guards, a secretary, an allowance for utilities, an allowance for furniture, and an allowance for furniture replacement after every five years.
Asked about his failed bid on Friday, Mafabi said: "You go and read that letter I wrote to the speaker, and understand it. I am tired of these funny questions from journalists."
