1.This is Hong Kong city which was almost on the same level of development with Kibuga in 1962. Hong Kong came under British protection on 20 January 1841, but it is far economically developed than Buganda which became a British protectorate on 27th August 1894. In terms of natural resources, Buganda is much richer than Hong Kong, but it lags behind with regard to economic development.

Hong Kong operates different books of accounts from the central government of China. Hong Kong consistently runs budget surpluses mainly because it has low social spending and has no wasteful military spending.
Hong Kong exports manufactured goods where value is added. Hong Kong, became an important exporter of more sophisticated commodities embodying increasingly advanced technologies. Hong Kong moved to higher-valued production. This is in traditional areas, such as clothing, and in new priority sectors – computer peripherals, integrated circuits and other electronics.
During the imperial period the British protectorates like Buganda were a captive for the manufactured goods of the metropolitan power, while in return supplying raw materials. These patterns of trade have changed only slowly. While Hong Kong exports manufactured goods, Buganda has always exported low-value primary commodities e.g cotton, coffee, tea, vanilla, fish, hides and skins, horticultural products among others.
Hong Kong consistently runs budget surpluses mainly because it has low social spending, no military spending and no wasteful public spending.
