{UAH} WBK: Reorganising Society is the ISSUE- not big parliament

I have written in this forum that Uganda currently has three issues to struggle with namely;

 

a.       Local Government Act which should be repealed

b.      Unreasonable and irresponsible procurement regimes

c.       A Useless and unguided Education System

 

Then why should we have a big parliament – it is useless. Let us go back to the pre- 1978 districts. These districts will have their towns, as municipal / district centres. The head of the municipality should be the head of the district. (Mukono, Masaka, Kabale, Mbarara,Gulu Towndistrct Council- just a useless structure) These Municipal district centres will determine the growth of adjacent towns as satellite towns to the district major town.  Luwero to decide the fate of; Wobulenzi, Ndejje, Bugema, Bombo, Kiwoko, Nakaseke, Rumpewe, Kikyusa etc.

 

The municipal or town council will be responsible to set-up structures reflecting Government ministries; such structures will offer services (guiding education) namely; works and transport will have a department to; design, model, construct and repair; schools, health care facilities, district roads, etc. Uganda needs more technical people than politicians. Then each of these districts will have to work with the private sector to setup a public transport system connecting to the surrounding districts. For example;

-           Luwero- Kampala,

-          Luwero-Gulu- Nakasongo- Hoima-Masindi,

-          Luwero- Bowa, Kapeka, Mityana, Mubende - a geometrical organisation structure.

 

Then NSWC, NHCC, NEMA, UTB, UCC, UMEME (UEB), POST/TELECOMMUNICATION etc should have regional offices at the district level, to design and implement, basic infrastructure as per respective line ministry mandate.  NHCC is very important in this connection as it has to build houses for the people. Can you imagine the state of affairs today just 20 km from the city? Very poor living conditions.

 

Many district town centres don't have street lights (can't finance, design) or can't design and construct town roads, or design and build healthcare facilities or schools or houses for district residents!

 

Since 1979 none of the above has been done in any constituency!

 

Those who want to become MPs currently can work as councillors in their respective – enlarged district councils! The major impetus should be to

1.       Eliminate unwanted procurement policies were the people of Uganda can offer such services themselves – call it skill Uganda.

2.       Secondly for districts to be able to optimise financial returns and economies of scale

3.       Thirdly and mainly to reorganise social organisation – by creating small village communities and elimination of rampant growth of towns.  


A very good development, financing and a cost minimizing strategy in fact by establishing a confluence between districts. Today there is no district that can finance here self including Kampala. (sharing water resources, transport networks, energy systems, finances etc)

 
The site of MPs jostling to vote for Ndugu Rugunda reveals  congested benches and a need to either expand the current Parliament or build a new chamber.
