These two officials - a Sub-County chairman and a State Minister for Education - are wading into a murky area.
The chairman wants schools in Luwero to compose and promote songs that praise President Museveni and the NRM government. The Minister, Mr. Miyingo, was schools in Buganda region to drop the current popular Ganda nationalist song that decries the burning of the Kasubi Tombs and portrays Kabaka Mutebi as a persecuted King.
In a thriving multi-party system like Uganda's, I don't a situation where schools are ordered to sing Musveni praises at parades. As for the Ganda songs that touch on the sensitive Tombs, Mr. Miyingo wishes to hurry the pain. Those songs will help the King's followers heal at their own pace.

Luweero- A local council chairperson in Luweero District has told schools to compose praise songs for President Museveni instead of only extolling the Kabaka.
Kikyusa Sub-county chairperson Abubaker Mubiru Ssematimba said several schools have composed Ganda nationalism songs which list challenges Kabaka Ronald Mutebi has endured under this reign and appear to suggest a rift between the central government and Buganda Kingdom.
"We want you to compose songs which praise the government and President Museveni because of the great achievements we see in our area. The Kabaka and government are in good terms," Mr Ssematimba said.
The sub-county leader made the remarks at Dembe Infant Primary School in Kankoole village last Friday at the school's open day where state minister for Higher Education John Chrysostom Muyingo was chief guest.
The pupils sang songs which condemned arsonists who torched Kasubi Tombs, an incident that made the Kabaka to sob in public.
However, Mr Ssematimba took exception of the pupils' stance. He said the Katikkiro of Buganda is moving freely fundraising for different Buganda Kingdom projects without any hindrance while the Kabaka has been granted unlimited freedom.
Later while addressing a public rally at Wankanya Trading Centre in the sub-county, Mr Muyingo said he had helped bridge the divide between Mengo and the central government.
"I have heard children singing that the Kabaka is persecuted. When children sing such songs, they will grow up with that indelible mindset (of being victims)" Mr Muyingo told parents.
The minister, who toured several education institutions in Bamunanika County, also visited St Paul, Buzzibwera Progressive and Kimazi primary schools.
