{UAH} Examine Mega Project from Technical standards and details?

One member here put reconstruction of Kampala City at more around 5
billion dollars.

But no one is asking if Kawampe – Kigumba road cost less or more and
why it was not constructed like any other road?!

Moreover Uganda does not have standards (design, material) for road
and railway construction data. Every road in Uganda has a different
design – so what are the estimates based on?

I would therefore ask any member here to present the figures about
mega projects on the western and eastern axis railway project in
Uganda compared to similar projects both in Europe and Africa. I have
heard about Ethiopian projects but I do know that Ethiopian has never
destroyed its base data i.e. geological engineering and technical data
as we have done in Uganda. This incurs a huge cost!

These sorts of things should not be based on sweeping statements –
since Uganda has a different geological and technical structure as
compared to other regions. Of course there is corruption in Uganda as
in road construction and Internet fibre facilities. But this
corruption is based on Uganda's lack of specialised and technical
people who can independently calculate and question the cost based on
pasted experiences and audited data.

The fibre optical cable was corruption based on design and standards.
Why didn't UCC, which is an authority on these matters, raise the red
flag? UCC engineers were in their offices! Chinese were doing the work
a slave – master relationship.

Ministry of Transport for example had never complained about these
costs! Does this entity have Railway construction engineering
economist and what is their opinion?

From my experience, the euro channel between UK and France was under
budgeted, the same happened with the channel and bridge between Sweden
and Denmark. There was also a mega project to build a road underground
in Sweden – this too was ravaged with under budgeting.

I have looked at Kawempe – Karuma Road, if it is not corruption this
road was under budgeted given the poor workmanship as compared to
Iganga - Jinja road, Busega -Mityana, Mityana - Mubende, Busega -
Masaka or Mbarara - Masaka roads.

Bujagali was faced with the same under budgeting and Karuma dam has
been asking for more funds.

If one examines the terrain between Mbarara and Kigezi region – how
much money do we think it will cost the railway line to be
constructed here? More or less than what Malaba – Parkwach – Gulu
Nimule will cost

There is need to understand these sort of things not from an emotional
level since they are intricate.
