Police officer arrested for killing a man over a bribe

Police in Bushenyi are holding a police officer on allegations of shooting to death a 30-year-old man. Greater Bushenyi police spokesperson Marshal Tumusime said the suspect found the deceased and others gambling and demanded a bribe of Shs5,000 which he was denied.
He identified the deceased as Micheal Tumusiime, a resident of Kashaka landing village Katunguru Sub County in Rubirizi district.
The officer is said to have returned to the station, picked a gun and later shot the victim. Mr Tumusiime said the suspect is a drunkard and the Force is still investigating the matter.
According to the 2013 East African Bribery Index report, Police Force is ranked as the most bribery-prone institution in the country at 60 per cent as well as boasting of the highest prevalence of bribery at 47.8 per cent.
The report further reveals that the police rake in 27 per cent of the bribes that exchange hands in Uganda.
With the police, which is mandated to enforce the law, largely incriminated by the report, it is little wonder that 93 per cent of respondents in Uganda said they did not report the bribery cases they encountered.
Victims of bribery, according to the report, opted to remain silent because they knew no action would be taken to resolve their complaint.
