Uganda Government Orders Kabaka Mutebi to Appear in Court – The Insider

Late on November 28, 2014, online Uganda newspaper, theInsider, published a story which, if true, would mean further acceleration of the Uganda government's efforts to humiliate and bring down the Kabaka of Buganda. Citing a local radio, KFM, as its source, the Insider reported that Kabaka Mutebi "has been asked to appear before court and clarify allegations that he refused to hand over 258 acres of land to Prince Mohammed Kimera Ssemakookiro."

The report claims that, Godfrey Lukwago, a Muganda of Nkima Clan, is the lawyer who has filed the suit against his Kabaka on behalf of Prince Kimera. In the suit, which was purportedly filed in the Land division of the High Court, Kabaka Mutebi is accused of denying [Kimera] land he legally owns. And that the land in question is part of the Buganda 9,000 square miles (Akeenda), located at Block 203 in Kampala.

According to the Insider story, the Deputy Registrar of the High Court Land Division, Michael Otto Gulamali, had given His Majesty the Kabaka of Buganda 15 days to appear in court and respond to the charges.

By midnight today, Kampala time, BugandaWatch had not been able to establish the forces behind either the news report or the legal case against Kabaka Mutebi. However, one elder who our Kampala reporter spoke to said, "Clearly, these are all part of a big plan to defame Kabaka Mutebi, humiliate him and all of us Baganda, and then bring him down. From the story that you have shown me, I wonder why that prince brings up the idea of 9,000 square miles. Do they think that Baganda are so stupid they will now say that Museveni returned the 9,000 square miles and Mutebi has shared it with 3 other princes? How about the thousands of square miles that hundreds of foreigners and Baganda collaborators grabbed from these 9,000? Even this so called Omulangira Kimera Ssemakookiro could be an INVENTION of the NRM!"

In the past, the NRM government has planted stories like this one in Ugandan news outlets, as "trial balloons," to see how the Baganda public will react or to extort concessions from Mengo or simply to damage the Kabaka brand among his subjects.

As BugandaWatch has reported in the past, Katikkiro Charles Peter Mayiga told the audience during his Effofaali programme in Boston, USA, that he would go after anyone (kwambalira) in Buganda who dishonors the Kabaka and Nnamulondo. However, it is difficult to guess what he will  do to straighten up Omulangira Kimera Ssemakikiro and Omukopi  Godfrey Lukwago for undermining the integrity of Nnamulondo and our Kabaka.

Under Buganda law (Ennono), the Kabaka of Buganda could not have done what these stories purport because he is not allowed to work or sign contracts involving Buganda national assets like the 9,000 miles. Moreover, the NRM government and NRM Party have never returned the 9,000 square miles to Buganda, a violation of Mr. Museveni's own 1995 Constitution (supreme law), which guarantees that no law could be passed to take away property from one party (in this case Buganda) and freely give it away to another (non-Baganda and a few Baganda collaborators).
