{UAH} RDC Ms. Kabanda: What you say about KCCA goons and their tactics?

As an RDC what do you say about KCCA enforcement officers who routinely, okay, occasionally pour hot water on "tonninyira mu kange" /women vendors on the streets of Kampala?.  Is an RDC that helpless to do anything about the KCCA goons?   Put blindly, who represents the central government in Kampala? If it is you what have you done in public or behind the scenes to reign in the KCCA goons. killing kids and burning women?.
 
I believe as RDC you are in charge of larger  territory than the KCCA director although she makes a lot way more money than you do, so what is it you have done outside KCCA-we hear KCCA director is like a semi-God God/untouchable-territory?  BTW, what  are the boundaries of KCCA? Is it the city proper or beyond?
