UGANDA - Government doesn't know how to tax oil companies

The way the Ugandan authorities are dealing with the knotty problem of taxing oil operations is decidedly chaotic. Those involved blow alternately hot and cold, to the great displeasure of the foreign oil companies operating in the country.
