SV: {UAH} PRESIDENT MUSEVENI'S EMPHASIS ON DELIVERY

Hmmm, that is a strange question which ordinarilly, I would, as one who more often than not,try to be objective,exonerate myself from expressing publicly. It belongs to the private domain and, I neither want to taint nor have my opinion party biased.

However, for a change let me put it that if I were in Uganda and legible to vote, I would vote just as I do in Sweden:
1)DECIDE ON ISSUES WHICH I CONSIDER ARE PRIORITY TO ME AND THE COUNTRY.
2)Then I would observe which party not only have them on their policy or agenda but also,are already actively engaged in realising them.

That would be my choice. Eg. schools, healthcare,communications like those Mr Dan Bwanika among others, propagates. 

Yes,corruption in the justice department (courts etc) lies my heart closest as well as Gulu-Alexandrea via Cairo railway; Gulu-Siera Leone line via Lagos, Accra etc., also are other issues to look at.
Sanitary issues in Gulu (which lacks public toalet facilities).This is a town that is over weighed by influx of Internal refugees from the war days. The exodus was too imense and the impact is not being adequately attended to.

Then we have structural issues like labour unions. By now Agricultural sectors should have been the strongest union in Uganda along side Transport and domestic helpers Union among other labour unions..., teachers, health workers etc.

Thats the way I would arrive at my party of choice
and vote accordingly.

From the above, it follows that I would probably
not vote since the biggest single current issue,
is only about the presidency. I am more concern with peoplefication: I LOOK AT WHAT / HOW THE PARTIES ARE ATTENDING TO MY PRIORITY RIGHT NOW AND
WHAT CHANCES THEY HAVE OF SAILING ASHORE THE SAME.

Based on commitment and compliance, so to say. There are these cases about corruption in courts, abuse of school children etc.I'd check on how respective parties are commited.

Even if he does not achieve that,  who is the option do you see out there to do better than him? Seriously whom? If you were in Uganda today and have a right to vote, whom would you vote for? Norbert Mao that has failed to even put his party together? Olara Otunnu that sits in Uganda house with body guards hired from the A-Team? Or FDC the dead party? Who exactly would you vote for to replace The Movement today?

For myself, I read the President's emphasis on service delivery
as part and parcel with the amendment of the NRM constitution just passed.
 
If the NRM can handle that, then that should be their most strongest weapon
against the other parties ( "democratic parties") whose version of party Secretary election contrasts that of the NRM (come GE 2016).
 
If the President can appoint robust corruption free peoplefication agents to begin delivering big way before election2016,the opposition argument for democratic party Secretary election might hit the wall.
