In 1986, Everybody Wl Agree Wth Me Tht It Was Public Knowedge Tht Even Foreign Powers Appreciated N R Ms Armed Victory To Take Over Gvt And Applauded The 10 Point Program Especially The Restoration Of Peace, Order And Rule Of Law. When The C A Was Also Made A Reality,Our 1966 Pigeon Constitution Was Reviewed And The Element Of Democracy Was Highlighed. It Was Among The Directive Principles Of State Policy And Whn The 1995 Constitution Was Promulgated It Was A Big Occassion. The 3 Provisions In The Constitution How Ugandans Would Be Governed Democratically Provided For Movement, Multiparty Or Other System Ugandans Would Decide Thru A Redrendum.Ths Was Part Of The Democratic Culture Ugandans Had Constitutionally Adopted And Practiced In Forming The C A 1994,The First Movement Elections 1996,First Referanda 1999, First Multi Party Elections 2001, Second Multiparty Elections 2006, 3rd Multiparty Elections 2011And We Are Going For 4th Multiparty Elections In
2016.How Ths Democracy IsFunctioning Is Another Matter
