First Lady furious over walking tractors - National

Kampala- In an outburst of bitterness and discontent, the First Lady, Ms Janet Museveni who is also the Minister for Karamoja Affairs and the politicians from the sub-region united in fury over the disputed procurement of walking tractors and accused officials in the Office of Prime Minister of 'collusion'.

The fight over the purchase of 28 walking tractors appears to have taken a turn for the worse last week after the First Lady reportedly asked officials in the Office of the Prime Minister to refund Shs1.1b to Karamoja Integrated Development Programme as MPs asked the Inspectorate of Government to investigate reports that the deal was inflated.
Infuriated Karamoja MPs told Daily Monitor last week that after this newspaper broke the story, a whistle-blower sent documents to Parliament indicating that on August 12, Ms Christine Guwatudde, the Permanent Secretary in the OPM, signed the disputed contract with ETC Agro Tractor and Implements Ltd for the supply of 28 tractors at a cost of $473,200 (more than Shs1b) exclusive of taxes. However, she did not inform the minister about the procurement.
Daily Monitor understands that talks between the two collapsed after the the First Lady declined to meet the Ms Guwatudde.
A senior OPM official told Daily Monitor last Friday the minister was angry over the PS' 'insolence'. Ms Guwatudde has denied any wrongdoing.
