They know that they are operate illegally.
Mr Musoke, however, advised the delegates to ignore Mr Mbabazi's concerns, saying their party chairman, President Museveni, "has been doing illegal things since the 1970s in FRONASA (Front for National Salvation which was a precursor of NRM)", wondering why the President would have to stop operating that way now.
