{UAH} Municipalities/Town Council should Tarmac 30 km Roads

Hon Kasiano Wadri if is old enough should remember MOLWEM - Ugandan were constructing roads until the specter of procurement started the disease of engineers doing engineering from their offices.

Even town/municipal council roads require procurement what a terrible misnomer

UNRA would be doing Road design and surveying.

If they can't do that why waste time with them. Bring in the armed engineering bridge to man UNRA for two years ,to design the roads and do he surveying and mapping of all roads as well as creating a road data base in the country.

This data base will be accessible to Municipalities/Town Councils which should start building up capacity to construct roads, which are not long than 40 kms under military supervision.

Africans should stop the nonsense and start doing things themselves.

Then  Municipalities/Town Councils should Tarmacking 40 km Roads

Why is there unemployment in this country?
