{UAH} Police is Building - but why the slow pace

It might have happened too late - yes I have seen several police station and posts being rebuilt. However - one question is important to ask will these new building be immune from corruption

The thing is, where the  buildings are going up they seem to be at  slow pace which I doubt is construction engineering determined! In Uganda once you see slow paced work or services - then be ready for something deeper behind the scenes.

But building yes they are building - the work must be enormous after years of neglect and institutional dysfunction.
