Reports of Atrocities
The war has been dirty. Western diplomats and observers have repeatedly charged the Government's army, the Uganda National Liberation Army -one of five armies that are part of the Government's security forces - with widespread atrocities. There have been many reports of women being raped and villages being completely looted as Government troops sweep through an area searching for National Resistance Army soldiers.
Even the Government spokesman, Mr. Lawoko, admitted that ''cases might have occurred.''
''Most of these points of misbehavior, some of them might be true,'' he said. But, he added, ''cases of rape have died down'' and the army is under better control. By contrast, these same observers have remarked on the relative discipline of Mr. Museveni's forces.
