The framers of the 1995 Constitution tried to cure wounds by changing the name of the army from National Resistance Army (NRA) to Uganda People's Defence Forces (UPDF).

The NRA name symbolised victory of a certain group over another – victory of mainly Banyankore with their Baganda recruits over mainly Acholis and Langis. The NRA lyrics such as "tunawapiga wanyanya..." were very telling.

Therefore, switching from NRA to UPDF was not meant to be a symbolic stance but a genuine attempt at nation-building/rebuilding.

Even the formula of future recruitment, appointment, promotion, discipline and removal was provided for under Articles 208, 209 and 210.

The army was supposed to be restructured to become nonpartisan and national in character. And clause four of Article 208 explicitly prohibited raising of an armed force by any citizen without conforming to the Constitution. Of course restructuring the NRA was not going to happen overnight. But continuing to build it as though we were still in the jungles of Luweero is a recipe for disaster.

I have previously explained the ethnic imbalance in our armed forces. Gen Edward Katumba Wamala, the chief of defence forces, and his deputy, Gen Charles Angina, are just hanging in the air. The real commanders, in my opinion, are Maj Gen David Muhoozi, Brig Muhoozi Kainerugaba, Maj Gen Wilson Mbadi, and the ilk. And these days, Gen Caleb Akandwanaho returned to Bombo where he operates an office as a senior presidential advisor on military.

To participate in celebrations marking the illegal seizure of power, one must ponder such issues as raised above. That is what forms the foundation of our country. One group with a huge appetite for power, stole and procured guns which it used to overrun the state. The commanders of this group have now used the 29 years in power to train their children and relatives on how to use guns to control and consolidate power.

That is what occupied my mind as hundreds of people drove to Soroti to celebrate 29 years of Museveni's family and personal rule. And choosing Soroti was also wonderful. I hope you remember what Gen Museveni told Members of Parliament from Ankole, at least according to Maj John Kazoora. He told them first and foremost that he had summoned them so he could teach them about power.

He then revealed that the reason he had appointed Gen Jeje Odong was because the Iteso liked paraphernalia. When Odong goes home with military trucks full of soldiers who are saluting him, his people will be happy. Oh, sorry I digress! My main focus today is education. This is because the last one week has seen the release of Primary Leaving Examinations results and lots of university graduations. And as you know, the revolutionary lists it as one of his biggest achievements.

The ministry of finance reports in the 2014 Budget Framework Paper that primary enrolment has risen to 8,337,069.  Of the 8.3 million pupils, 7.2 million are under Universal Primary Education (UPE). I informed you last week that only 0.6 million sat for PLE in 2014. When you divide 8.3 million pupils by the seven classes in the primary school arrangement, it means each class should have at least 1.19 million pupils.

Therefore, 1.19 pupils should be the ones that sit for PLE. Even with free secondary education, the total number of students in secondary schools in Uganda is 1.2 million. This means seven million children don't make it to secondary school. In fact, figures by the Uganda National Examinations Board show that last year, only 289,012 students sat for O-level final examinations.

Make note here – over 600,000 sat PLE and less than half are sitting senior four. Uneb figures also show that 111,456 sat for senior six in 2013 – from 1.2 million in primary one to 0.1 million at senior six!

Are you then surprised that Maj Jessica Alupo, our minister for education, uses a graduation ceremony to advise Kyambogo graduates to support NRM? Supporting NRM is the main point she makes here! And these figures are prepared by technocrats under her supervision. Her preoccupation is how Museveni wins the next election and not the future of her country.

And to find out why our children are failing and, therefore, dropping out of school, you don't need to visit a scientist. Mr Museveni's government is spending Shs 6,860 per pupil per year in a primary school. Kampala Parents School has increased schools fees to Shs 1.4 million per pupil per term. I think other good schools in Kampala, such as Kabojja Junior, charge one million shilling or more per term.

And Museveni knows that the cost of educating pupils is not Shs 2,286 a term. He runs a primary school in Kiruhura where nomads take their children and here he pays the full amount. The education committee of Parliament, chaired by an NRM MP, Sylvia Ssinabulya, highlighted this problem.

This, for me, is the biggest problem of the last 29 years. The leader is deliberately denying our children quality education and secretly sponsors his kinsmen. The results are simple; we will be their servants, house girls and shamba boys. Happy NRM anniversary.

He devised the means to keep the masses in dark. You will find that people who fought inside the jungles of Luwero together with that thing; little is known of their whereabouts.

He has divided the country into pieces. One can imagine 29 years down the road, War Claimants still coming in to demand their properties, which were either robbed or rooted from the areas. God Save this country from the jaws of these monsters.

Oh yes indeed, and they will cling on as fur as they can go for fear of change that will shake their former beliefs to their very foundations.

Well it's not what you leave your kids with, It's what you led them in. This is a dead end custom among dictators which never works once the time for change kicks in.

1- Hon , it is only God that can pay you for the sacrifice you are making to educate our gullible people and highlighting the plight our wonderful country is in.

2- The greatest enemies of this country are the educated Ugandans whom we expect to understand the nature of museveni and his regime, because these are simple obvious facts which anybody who has been to school up to primary 4 should be able to know ie
-as you pointed out, there is no National army , we have NRA/museveni personal army,Katumba and Angina are there to hoodwink.

- thieves stole guns ,grabbed power and they have continued to loot non -stop.
- everything in Uganda since museveni stole the guns is about museveni and family.

In short ,the Alupo's ,the Kadaga's ,Bukenya's Nsibambi's are the cause of the collapse of this country.So long as they continue to sell their souls at the expense of the country.

I'm an Ugandan by origin but grew up in one of the Scandinavian countries aswell as finishing a degree in one of their top universities.

From the first year I joined university all the way to the end I only saw student with government sponsorship coming from Uganda were ALL from western Uganda.

During my 4 years at university, the students coming Uganda amounted to 21.

Maj. Nuwe Amanya Mushega was the first cadre who ably fractured education with help from the army and police costing several innocent Ugandan lives at Makerere University and other tertiary institutions then Kyambogo and Nakawa between 1992 and 1996.

The National Robbers Movement NRM has therefore successfully robbed of Ugandans the opportunity to study at any level in this country. This is the real fundamental change. A gross mistake was committed when Nsibambi was appointed minister of education (he was about to start on meaningful education reforms).

However, M7 quickly realized and the mistake was corrected in a cabinet reshuffle, confused it by appointing him PM. What Alupo is doing is the most perfect thing that the NRM wants to be done.

She won't leave until the apartheid in our education has been properly implemented. The problem is that Ugandans are competing with the super class, hence this super class now studying from abroad at our expense. OMG!!

This should not be very complicated, you can only make a bed of owes to lay on!
My axe is too blunt, I need Mengo to grind it for me, why do you allow your children to insult the country by creating problems for everybody?

We hear one of your sons want to fragment land in the north for M7 to resettle his wild flock. Is your King resigned to a ceremonial role not to see this? You risk trashing of your lofty palace by lazing away like a street urchin. Go north o see tribal chiefs at work!

This man will run away leaving you looking worse for a pauper.

"The results are simple: we will be their servants, house girls and shamba boys"... HELL NO!!! Ssemujju Nganda, please, you just cannot give up that easily. All peace loving Ugandans do not have this luxury of giving up.

There are millions of westerns who like me, abhor the kind of tribalism exercised by NRM. We are so ashamed of this blatant tribalism that we are even terrified of mentioning it.

Time is now for all other tribes to stand up and be counted before it is too late. Westerners are littered all over good universities in USA and Europe.

This imbalance is totally unacceptable but it will not change if we just give up and accept things as they are. I would argue that 'Ugandans would rather be proud in their graves than living as servants, house girls and shamba boys.

I remember a few days after museveni had illegally captured power,I met a munyakole man in Nateete who was so bitter that we baganda had supported museveni.

He said we would surely regret it. Now I know he was right! National robbers movement is responsible for the all the suffering we are going through.

The dictator is determined to destroy Uganda and every thing about it before he returns to where he came from.

In 1986 a shilling was trading at 17 shillings for a us dollar,now it is trading at 2900 to a dollar! And you need to remember it was trading at that level during war,now during peace,it has lost almost all its value.

Uganda is under hostage of a crazy dictator who wont stop until our money,schools and hospitals are all destroyed! May God help us!!

Sadly, the ethnic imbalance is not confined only to UPDF. This imbalance is very evident in the police force, prison services and practical in almost every institution in the country.

If you think that the army is the worst institution for openly practicing tribalism, please check this:

(i) WBS TV's cameramen, Andrew Lwanga was just recently clobbered to near death by JORAM MWESIGYE: a senior police officer of the rank of superintendent.

(ii) Herbert Zziwa, a reporter with Daily Monitor spent weeks nursing wounds on his head when SAM BAMUZIRA, the Commandant of Election Field Force hit him with a baton on May 23, 2014.

(iii) Mulindwa Mukasa, an Associated Press journalist, was beaten and sprayed with pepper by JULIUS TUSINGWIRE while in custody at Wandegeya police station.

(iv) Brian Luwagga of Uganda Radio Network was battered by GRACE TURYAGUMANAWE, an Assistant IGP. My fellow Ugandans, please note who the 'VICTIMS' were and who the 'PERPETRATORS' are... I rest my case!!!!!

Mr.X, go to English and Scottish Universities and you will who are the people getting quality education.

Those studies mining and /or petroleum related courses are almost all Western Ugandans and even Rwandan citizens,, all on full Ugandan Government scholarships.

"the Iteso liked paraphernalia" Aaha Hon. semujju now you got it. Recently one Akaki wrote in the New Vision an article on why M7 has ruled Uganda for so long.

If I were to reply to him I would have told him precisely because he has given each group(call it tribe) what it wants most.

there are tribes that like katemba he gave them katemba 24/7, there are those who like free money he gave them corruption, there are those who don't like others to excel academically he gave UPE.

In fact today UPE guarantees M7 electoral success more than his NRA/UPDF. The monitor poll for good measure was spot on.

Salim saleh is in bombo to arrange sejusas funeral rights. "MOSES OKELLO" the clever veterans didn't even make it to kampala as a result of friendly fire.

"WEBSIXTY" on the contrary it is not the baganda that are servicing musevenis stay it is the northerners. Look at the ratio in the army, who is firing tear gas in the police.

Add anite, twodwongo, moses ali e.t.c in the political arena and you have your answer.
