In my view, there are no jokes; only that the NRM government erred when it accused Ongwen who was abducted as a child. I believe having realized their error, government is retracting its position and now wants to use Ongwen as its witness, something it should have pointed out in the first place. ICC acts on cases referred to it by governments; it doesn't look for its own cases or criminals so ICC is doing the job it was mandated to do at its creation.

It is your NRM government that has proclivity to make mistakes, always rushing without weighing in on the matter it has thousands of lawyers most of whom are cadres  could have seen the error if they were a serious lot.
