There's no love lost between Museveni and Mbabazi. 

In so many words, Museveni is castigating Mbabazi as a lazy, good-for-nothing secretary-general, who sat on his butt when NRM was being hammered left and right. Museveni's solution? The parade of new, youthful cadres who have started producing results.

If Museveni was the NRM chairman, what was he doing when Mbabazi was busy doing zilch as their party was suffering losses?

But again, we know how the president prefers to write history.
