{UAH} The Uganda/African Phenomenon - Confusion.

Imagine that you want to move goods from Pakwach  to Rukungiri or Kebisoni - what would be the shortest distance or the best transport means?

Let me repeat - without spatial planning = (geometrical interrelatedness of space rural or urban, settlements and commercial regions etc) and physical Planning = (road design, housing or human settlements planning, transport corridor desing, utilities, amenities planning etc) the African politicians, intellectual, civil servant and their so called economic developmentalists, will continue pipe dreaming about any sort of development within their banana republics.

KCCA was established in 2006 and months later Ministry of Lands Housing and Urban development without a budget!

 

I am arguing the government to repeal  the useless Local Government Act 2007 (they do not listen) and instead return the Town and Country Planning 1964 as the basic spatial and physical planning law.  In the 1969 Uganda had about 28 towns today there are about 400 towns (slums) implying people are strictly not leaving in rural areas or rural areas are being urbanized into slums.


So Meera Investment can set up flower sprayed with tonnes of herbicides on lake Victoria shores - that is okay. Meera Investment can fill a filtering and clean water wetland feed lake Victoria with water and and African assumes God was inherently stupid t make thing as we found them!

 

Haphazard creation of districts effectively turns the entire Uganda space into urban regions – this is dangerous.


Let the government concentrate on developing the 22 Municipalities which can should become; commercial, region capitals with industrial establishments.


The idea of creating town boards which number 207 is completely abnormal if not foolish and should be discouraged.

 

Right now most governments in Africa do not really know exactly, what to do about development vis í vis spatial/physical planning. Institution that is professions behind these institutions are still very weak - now what can we do in this communication age iff we can't read and also run?!!
