{UAH} WOLVES CAN'T TAKE POWER, ACT 28
Musevenis recent selection of Col Innocent Oula as the NRA member of Parliament to replace exiled Gen Tinyefuza, was a reward for political loyalty. His choice was influenced by the Col. Oulas tested loyalty after he drove and crushed his CAR
into a crowd of opposition supporters in Kireka during the past election campaign.Some victims died while several were injured. Being an intelligence operative under the dreaded CMI at the time, the incident was swept under the carpet as an act of patriotism.
Later, then Major Oula was to be elevated to command positions under 2nd Division, AMISOM, 4th Division in Gulu, Chief of Personnel and administration (CPA) and now a member of Parliament. Much earlier, then Capt Oula was fond of hovering around DMI headquarters around the early 90s with no specific assignment. Actually he was not a member of DMI but was being sheltered by the then Deputy DMI and later DMI then Major Fred Tolit for use in anti LRA operations in Gulu. In the intelligence community such opportunists are referred to as information peddlers.
Owing to his poor academic background, Col Oula has been sent to parliament only to boost the NRMs voting numbers. The army has a number of highly educated officers who can match with their counterparts in parliament and can contribute positively but Museveni prefers such stooges who suit his personal designs.
