{UAH} Becoming a Professor - Uganda Education Industry

Have you meet some so called PhD holders in Uganda - it is quite pityfull for this country.
How do you for example compare a professor of medicine with 15 years of working
experience and a similar professor of computer engineering with 6 year working experience 

Why should PhD and some few publication determine who becomes a lecturer, senior lecturer, an associate professor, professor rather than; 

a.  Three types of practical use  of acquired knowledge for human development

b.  Three ways for applicability of acquired knowledge for human development

c.  Experience and Exertion in use and practices of acquired knowledge 

Given recent discussion about bought PhD's from Uganda University and those acquired online from mainly American Universities, there must be change and government has to select an agency which should be mandated to determine who become and associate professor and professor in that sequence based on the above criteria rather than mere editing and writing papers and books which incidentally an smart but not intelligent and hard working person can do.
