{UAH} Is the president already rigging the 2016 elections?

Statements that have been attributed to H.E the president of Uganda in the media could easily be construed as attempts at rigging the 2016 polls.  On a trip to the north he was quoted as telling NAADS officials to first give help to NRM supporters before giving opposition supporters.  Given that he did not advise the opposition members to withhold paying in their taxes until government has finished helping the NRM supporters, that was an attempt to demoralize Opposition members.  Then there is the talk of telling people that if they vote opposition they will not be given services!  Is this not a blatant illegality?  Cant the NRM be sued for this rigging of the 2016 elections in advance?!
