{UAH} OF COURSE, CAN / COULD CREATE A LOT OF JOBS OR EMLOYMENT OPPORTUNITIES!!!!!!!!!!

AT THE LEVEL OF DEVELOPMENT UGANDA IS AT,IT IS THE GOVERNMENT
THAT HAS THE POTENTIAL TO STEER JOB CREATION INITIATIVES (( USING THE MEANS / TOOLS AT IT'S DISPOSAL)).

The most effective tool for job creation at Ugandas level is the LEGISLATION!!!

THERE ARE NOT SO MUCH EMPLOYMENT OPPORTUNITIES BECAUSE THERE ARE FAR TOO
FEW LAWS and regulations.And, the few de-facto have far too many loopholes
and inefficient / ineffective implementation infrastructures.

You see, our political parties,politicians and legislators are engaged in cobat
politics, check-mating each other and backstabbing. You can not beat our own in rethorics.

Task them with job creation steering and they'll forget they are legislators; they'll forget it is their duty and that they are sleeping on the tools!!

See how many employment opportunities are going down the drains because they want traffic congestions in our cities????

They create and enjoy those congestions. With good and effective legislation and effective implementation institutions, congestions would be history
and many chains of job opportunities created and this, WITH THE SAME URBAN POPULATION!!!!!!!

A couple of months back there was this report about "Ghost-schools" and very poor school administrations.

Evidently any body can start and run a school without any criteria demanded
at approval, no regular inspections by the ministry of Education.

AND, THERE ARE NOT ENOUGH JOB OPPORTUNITIES FOR ARTISANS, BUILDERS, PLUMBERS,
BRICK MAKERS, DRIVERS?!?!?

Of course if the pre-requisites for operation is tightened by law, many jobs
are created. 

Many of those jangarakata transport and school operators would be forced to
employ to  refurbish their undertakings to required criteria.

PROBLEM IS, THE ONES WHO SHOULD BE REGULATED ARE THEMSELVES THE REGULATORS!!!!!
