{UAH} Sejusa: Opposition are ‘Dwarfs’, ‘Dreamers’

Controversial former spy chief, Gen David Sejusa has lashed at Uganda's opposition parties' incapability to remove President Museveni from power, saying they have completely fallen short of building grassroots structures for their cause.

The Free Uganda Chairman said, "If the old opposition parties' structures were the panacea for change, they would be in state house by now," adding, "30 years of failure to gain power can only inspire ideological dwarfs!"


He said, "FU leadership is ideologically versatile and has no time to waste with dreamers. I am on ground and know what will cause change."

The General who returned from exile recently, made the eyebrow-raising remarks in a communication to all members of the political party dated January 31.

The details of Sejusa's communication regarding "the question of Leadership in the Liberation Struggle," were made public on Sunday night.

The remarks are likely to ignite debate on Sejusa's political motives as the opposition prepares for the 2016 elections.

During his heydays in power, the intelligence chief was accused of torturing opposition activists and commanding the 'Black Mamba' squad that sealed off the High Court in Kampala during the hugely-publicised 'treason trial' of PRA suspects.

He would later apologise for his "mistakes" before blasting President Museveni for rigging elections.

Sejusa said he has been "travelling and returned yesterday. The ground is excellent. So let FU leadership continue with the great work."

Museveni strength

He commented on Museveni's remarks that opposition leaders fail to work with NRM, a reason their communities usually miss out on development opportunities.

"Mr Museveni the other day told everyone that he has the army and the money, and sees no need in ballots. I am waiting for the leaders of those old party strictures to come and tell the people what formula they have put in place to counter the army and his money plus his rigging machine and domination of the ground," he charged at opposition.

"I am here, I have not seen or heard opposition's old structures going to the people and sleep in the villages like Museveni is doing. Unless they are nocturnal (working only at night secretly). I left the city last Saturday and have spent 6 days in villages in Western Uganda. I came back yesterday! Where are the structures to deliver victory? I never saw any!"

He said out of the over 133 districts, who are key in any referendum and finance in districts, opposition has only three and that they wanted a fourth in Busia in vain.

"Museveni and his NRM dominate the ground in this way, see this: In a Gombolola (Sub County) even from the district and village level, Museveni has these:  RDC, RPC, DPC. CAO, Naads officials, now all are UPDF soldiers, DISO (district security officer) RISO, PISO, LCs with 9 members having portfolio of defence, women etc, zonal UPDF and police units now working in a partisan way," said Sejusa, who is reportedly eyeing the highest political office in the land.

He argued that "traditional opposition structures have to counter these plus money of the regime. I see nothing. Even when I was in exile I used to meet some of those leaders claiming things which were not there. That is why I decided to return. So forget those stories you hear from exile. The dictatorship cannot be defeated by the current opposition in its currently organised state and led in the same way. I know what I am talking about."

The UPDF General, who is yet to be discharged from the army, said when he returned in December 2013, "I told the country that we need a new approach, a new organisation, new methods, etc.  I am therefore requesting all of you comrades to concentrate on FU work and understand that a new shape is taking shape in the country. Yes, opposition forces can win and shall win but not through wishful thinking or lies or outright treachery where leaders claim things they know don't exist."

He said for the opposition to take victory, "they will have to become the new opposition with all Ugandans including some of those in NRM. A people's mass struggle not the current small enclaves of narrow interests. FU should not waste time with dreamers. But it will work with all."
