{UAH} What is the Law about District/Town Creation
Do we have a law on how districts and towns come into existance? Help us can send it here.
Brothers and sisters, now that the President has supported creating more constituencies, hioghly populated districts like Wakiso must take the bull by its hones.
If constituencies are reviewed according to 2014 National Population and Housing Census, Kyaddondo County South/Makindye Ssaabagabo Sub County which is over 310,000, shall have at least three MPs. But if we base on 2002 census, they will be at least two. However, the population size should be 100,000 as it was the case in 1962 and 1967 constitutions other than 70,000 as it is the case SINCE Election of Constituent Assembly Statute 1993.
Kira Town Council which is 350,000 will have more MPs than even Makindye Ssaabagabo. Nansana Town Council will have its own MP and Nangabo and Nabweru will be either town councils or part of Kira Town Council and Nansana Town Council respectively. Nsangi should be town council, so are Kasanje and Sisa the two may even be part of Entebbe Municipality. Credit should go to Wakiso District Council under LC V Chairperson Matia Lwanga Bwanika for a resolution calling for gazetting Wakiso District a city. Credit should also go to NRM district leadership led by ex Entebbe Mayor Stephen Kabuye that petitioned the President to turn all constituencies in Wakiso District, into municipalities. Credit should also go to Kyaddondo North MP Kasule Ssebunnya for convincing Government to turn Kyaddondo County into a district which was passed by cabinet and is awaiting parliament's approval.
