{UAH} Who_And_When_?

Dear all, 

Specially the legal gurus in the house.

Someone stood somewhere and declared feb 16th  a public holiday in Uganda.

now, my question; who is supposed to designate,declare,mark public holidays in this country called Uganda? and when?

I for one think it should nt be a one man's show, else we soon shall have birthdays declared public holidays.
