Well you might be right but that depends on eventual detailed presentation of the whole idea and structural or organisational demeanor.

A whole lot of job / employment opportunities, enviromental gains and other
value dividends like ethical and moral are inbaked and guaranteed.

You know, "just being away for far too long" is epitome enough. It is not atypical in emancipation. So has it always been and you can count it way back to the biblical era in Miciri!!

Don't look at it as only negative. Read your Bible well!!

On a serious note though, being away has made me a humanbeing, a Ugandan completely liberated from tribalism and ethnicism for ismism.

How is it going with the Federalism / federo campaigns? 

What is the structure of the campaign ((( from the roots upwards or from the top down?)))

That bit is essential. 

Perhaps that too explains the problem or slag you
wrote a few days back about the people being ignorant?!

Otherwise, on the whole, I believe that the way to federalism go through
a strong and well organised local and regional administration!!!!!!

That one comes first.From there, equally organised neighbouring districts / regions develop mutual interests pertaining to mergers for stronger regions / federations etc.

In view, the elite just complain about filth and traffic jams but they are actually benefiting from the chaos. In fact, you advice is time - Kampala Capital City Authority (KCCA) should think of using smart city system to monitor the city. Otherwise, if destruction of facilities is the modus operandi nothing will change in afrikana land.

Our people are so terribly empiared, it is unfortunate. Kampala would be the most beautiful city of the world.

The smart dust bins, placed last year, virtually all of them have been destoryed, it appear also by smashing them with heavy tools!

Manhole covers are specifically covering drainage and sewer facilities which belong to NWSC.  This same group have destroyed waste disposal can, and street light poles - can you imagine a person climbing a pole to steal the lights - these people must be committed in what they are doing with a purpose.

I have tried to understand why manhole covers in Kampala City
are disappearing. I think it is well organised act not intent on just stealing covers to earn money!

MTN came and infocom have been in existence longer than KCCA
Uganda post and telecommunication exister even longer.
Amazingly, MTN covers of their internet infrastruture infrastructure vituall all of them are intacted.

All NWSC manhole covers assumed to be KCCA have  been stolen or simply dug up and the holes destroyed, whether in the middle of the road or on road reserves.
This is a hard job to carry out unless one is well organised and has
a mechnism to uproot these covers in a limited time of less 5 minutes not to be discovered by pedestrains walking th street and this works hapens under the cover of darkeness but even on well lit streets.
