This is an organised group just to destroy KCCA facilities assumed or not. Manhole covers are specifically covering drainage and sewer facilities which belong to NWSC. This same group have destroyed waste disposal can, and street light poles - can you imagine a person climbing a pole to steal the lights - these people must be committed in what they are doing with a purpose.
But all this has a potential of embrassing KCCA. The government must come in

Subject: {UAH} Organised Criminals to steal Kampala Manhole Coverrs?!I have tried to understand why manhole covers in Kampala Cityare disappearing. I think it is well organised act not intent on just stealing covers to earn money!
MTN came and infocom have been in existence longer than KCCAUganda post and telecommunication exister even longer.Amazingly, MTN covers of their internet infrastruture infrastructure vituall all of them are intacted.
All NWSC manhole covers assumed to be KCCA have been stolen or simply dug up and the holes destroyed, whether in the middle of the road or on road reserves.This is a hard job to carry out unless one is well organised and hasa mechnism to uproot these covers in a limited time of less 5 minutes not to be discovered by pedestrains walking th street and this works hapens under the cover of darkeness but even on well lit streets.
