{UAH} The Foolery in Opinion Polls over M7 Unpopularity

In Saturday Vision of Today--Mar 21, 2015:

1. Uganda is headed in the right direction = 69% say so.

2. Museveni is responsible for (1) above: 80% say so.

3. Only 5% say 2011 campaign promises have been delivered; (95% say they have not been delivered)--a position corroborated by M7's own blame on his cabinet over poor services delivery. 

So what is the essence of New vision's (published) opinion poll? Is it to expose M7's unpopularity, incompetence?
