{UAH} How stupidity runs in the Roads departments and how peasants are neglected.

The handover at the Ministry of Works and Transport on Wednesday was a tale of three ministers whose revelations shocked listeners.
Abraham Byandala, the outgoing Minister of Works and Minister Without Portfolio, said he lied to President Yoweri Museveni about the state of a road in Karamoja region.
John Byabagambi, the new works minister, said pressure from various forces has caused turmoil in the ministry.
Asuman Kiyingi, the incoming state minister for works said he was ignorant of what goes on in the ministry.
And Alex Okello, the permanent secretary of the works ministry, said the ministry delivers 'goats' to MPs as an incentive to ease pressure from the often radical legislators who monitor the implementation of the road sector.
Okello said 'goat' is a jargon used in the works ministry to mean working on the smaller feeder roads in constituencies of various MPs.
Byandala reminded the permanent secretary to deliver these 'goats' before Easter holidays because "MPs want these goats".
"Work closely with Parliament. The MPs want their goats, and if you do not deliver these goats, MPs can be stubborn," he said.
However, despite the pleasantries and the exchange of handover reports, Byandala said he could not leave the ministry without revealing an incident that made him lie to Museveni during a meeting at State House, Entebbe shortly after he was appointed minister in 2011.
Byandala's confession
"I will tell you one incident: I was called at State House. While there, one MP from Karamoja said: 'Your Excellency, your minister here does not know what he is doing. He does not know what is in Karamoja."
"To be honest, I did not know where Muyembe Road was, but (Ssebbugga) Kimezze (former executive director of Uganda National Roads Authority) had given a brief about pulling out vehicles that were stuck.
"So, I stood with a lot of confidence and I said: "Your Excellency, I know what is happening in the country. I told him vehicles are getting stuck (and) we have already instructed to have them pulled out and they were satisfied, but I did not know what was going on there and I did not know where Muyembe (Nakapiripirit-Muyembe road being worked on) was."
The departing works minister also described the job as "not easy", but he said he was lucky to be appointed as minister without portfolio because "this is the year of politics, and I am there at the centre of it."
He also thanked Museveni for having appointed him Minister of Works. "I never lobbied. I do not know how he spotted me," he said.
Kiyingi said: "I am an ignorant man, but I guess I am coming to a fraternity that will make an ignorant man knowledgeable."
Byabagambi praised Byandala for working with him, especially during the turbulent times of the Katosi Road saga and the standard gauge railway turmoil.
"We remained together despite the turmoil and pressure from various forces during the Katosi and standard gauge railway conflicts."
